EXCEPTIONAL SERVICE AWARD


On April 24, 2006 Detective James R. Ruland of the Port Richey Police

Department received a telephone call from the Colorado Office of the

Inspector General/ Colorado Department of Corrections, of an escaped

prisoner possibly now residing in the Port Richey area. This subject

was in prison for robbery, and had escaped from a Colorado facility on

November 12, 1971.

 

Through Detective Ruland's investigative efforts, he was able to track

the subject's previous residence location and identify persons who

have known this person here in Florida. Through efforts above and

beyond his normal duties and his commitment to our residents and

community, Detective Ruland located the subject's residence in Dixie

County, Florida, and he alerted authorities there. He then accompanied

Dixie County Sheriffs Deputies and assisted in the arrest of this

wanted subject.

 

Detective Jim Ruland's extraordinary efforts have resulted in the

apprehension of Colorado's Department of Corrections oldest fugitive,

and the extradition of this subject back to the state of Colorado. His

actions reflect great credit upon himself and upon the Port Richey
